If there's a callsign exception in cty.dat, like

Fiji:                     32:  56:  OC:  -17.78:  -177.92:   -12.0:  3D2:
    3D2,=3D5X;

only this precise call (3D5X) should be recognized as Fiji. Currently any callsign starting with 3D5X matches, e.g. 3D5XXX.

If there's a callsign exception in cty.dat, like ``` Fiji: 32: 56: OC: -17.78: -177.92: -12.0: 3D2: 3D2,=3D5X; ``` only this precise call (3D5X) should be recognized as Fiji. Currently any callsign *starting* with 3D5X matches, e.g. 3D5XXX.
